If you plan to live in Geneva for a master’s, treat health-insurance compliance as an arrival task, not a purchase to leave until classes start. A foreign insurance policy and a request for exemption from Swiss compulsory insurance are different pieces of evidence. The canton’s Service de l’assurance-maladie, or SAM, handles the exemption decision; a policy advertised to students does not establish approval of your individual case.
This guide concerns Geneva’s official procedure, checked on 14 October 2026. It helps a student and family organise documents, dates and budget questions. It does not select an insurer, assess medical needs or determine personal exemption eligibility.
Record the arrival obligation before comparing premiums
Geneva’s compulsory health-insurance guidance says coverage must be effective within three months of establishing domicile in Geneva, including when a residence permit is still pending. It also requires evidence to reach SAM. Waiting for a permit, a first lecture or a convenient billing date is therefore not a sound basis for postponing the administrative check.
The canton’s foreign-student exemption page requires the request within three months of establishing domicile in Switzerland. It describes compulsory affiliation by SAM when the deadline has passed and there is no Swiss compulsory-insurance affiliation.
Keep the exact wording of both official pages. If your move involves another canton or a change of residence, ask SAM which dates apply to your file. Do not reset the clock yourself because a course or housing contract starts later. Record the relevant arrival and domicile dates immediately and resolve uncertainty with the authority early.
Use the document route for your actual student category
The student page separates European and non-European situations. For the category outside the EU, EFTA and UK, it lists an equivalence-control form completed, dated, stamped and signed by the insurer; the foreign insurer’s coverage attestation; and a student-card copy, or the internship document where applicable. These are the canton’s document requirements for that category, not a universal checklist for every person with an overseas passport.
Confirm your own category and the current form before relying on a friend’s experience. A student who has a different residence or employment situation may need a different route. If you do not yet have a student card, ask which evidence SAM accepts and when it is needed rather than assuming you can wait beyond the deadline.
The canton’s general exemption guidance states that coverage must be equivalent to what is required for treatment in Switzerland for the relevant education exemption. A policy label, payment receipt or university’s cost estimate cannot replace that equivalence check.
Keep three states separate in your record
Use a private administrative record, with no medical information in a public comparison sheet:
- Coverage purchased or already held: policy period and actual confirmation from the insurer.
- Complete exemption request submitted: submission date, document checklist and receipt or reference.
- Authority’s decision received: actual outcome, effective period and any stated conditions.
A submitted form should remain marked “pending” until the actual decision arrives. Ask SAM and the insurer what you must do while the file is being assessed, including any approaching deadline or coverage gap. Do not assume an exemption is in place, or cancel existing cover solely because an application has been sent.
Our offer-conditions checklist uses the same discipline: distinguish evidence provided from a condition confirmed. Here, the relevant confirmation comes from the insurance authority, not an admissions offer.
Price the arrangement you can actually use
When comparing options, obtain the actual premium, covered period, payment dates and terms for your circumstances. Also ask what you would pay yourself when using care, how to access treatment and whom to contact about claims. These are questions to resolve against the policy and official requirements; this guide supplies no assumed premium or guaranteed reimbursement.
Keep insurance apart from tuition in your budget beyond tuition. Mark a provisional insurance figure as provisional. If a proposed foreign policy depends on an exemption, do not treat that conditional route as a confirmed saving. Ask what happens financially if the authority does not accept it, including the policy’s cancellation or refund terms, before making a commitment.
An early academic preparation period can matter too. Our Geneva Graduate Institute French-arrival guide explains why the real stay may begin before the main semester. Check insurance coverage for the actual move and period of residence, rather than using only the dates printed on a course brochure. This is a planning connection, not a decision about an individual policy’s start date.
Your next action
Create one arrival checklist containing your actual residence dates, student category, insurer documents, submission deadline, current coverage and pending decision. Use the current SAM pages and ask the authority to resolve the specific uncertainty in your file. Store policy and administrative documents privately; the blank checklist needs no diagnosis or financial-account details.
Method: original editorial arrival and budget checklist based on the three linked Geneva government pages, checked 14 October 2026. Individual coverage, exemption, treatment costs and policy terms remain subject to the responsible authority and insurer; no particular policy or price is endorsed.
